There are several sites, such as Duo lingo and Rosetta Stone to name a few, that teach languages.  You can also learn other languages in High School through Odyssey ware.  College also teaches other languages.  You could also study languages by going to other countries and learning the language from someone who's also bilingual and speaks a language you know as well as the language you're trying to learn.  Really there's a whole lot of ways you can learn other languages.  I hope this helped!
