They are generally a subdivision of county in 20 states. Population centers are organized into cities, towns, and villages.

Other divisions are for special purposes like for general governance. For example - conservation district, congressional districts. Four states like Kentucky, Virginia, Pennsylvania and Massachusetts are known as Common Wealth.
