The first one shows the girl in a poor state. One would assume that she is just an ordinary girl in need of help. But it foreshadows that she may be a princess. (More than just an ordinary girl). Looks can be deceiving.

and the second quotation portrays that it is a bad moment in the text because it is grey and raining. "Torrents" has a negative connotation, hinting towards the fact that this kind of weather is sad and depressing and nothing good can possibly come out of it. But looks can be deceiving. The sad prince might find his princess and this sad moment might become a happy one.
