What does it mean to be a good corporate citizen?

A good corporate citizen is a corporation that respects the law in each country where it is present, that it must be an ethical involvement of the corporation and that every right is respected and pursued in the best way possible, without trying to take advantages in any matter an without discarding the local laws.

It should be. Governments should monitor the behaviour of such corporation, in order to assure compliance with the law, even when they are based outside of the US.
