International corporations do have a responsibility to be good corporate citizens, as they are in charge of great responsibility, and so the fact that they mantain a responsible conduct of code it is a fundamental requirement in order to assure that this corporations do not gain too much power or abuse their power in any way. 

What does it mean to be a good corporate citizen?

A good corporate citizen is a corporation that respects the law in each country where it is present, that it must be an ethical involvement of the corporation and that every right is respected and pursued in the best way possible, without trying to take advantages in any matter an without discarding the local laws. 

Is it the role of U.S. government to monitor the behaviour of international corporations based out of the U.S.? 

It should be. Governments should monitor the behaviour of such corporation, in order to assure compliance with the law, even when they are based outside of the US. However, often there are economic interests that overthrown the interests of citizens as politics and economy merge and creates a situation where monitoring is percevied as intruding in private affairs. 

Do you believe that the international organizations brought to testify before Congress should be considered accomplices of oppression?

If they have done an act of oppression than yes, of course, I believe that </span>the international organizations brought to testify before Congress should be considered accomplices of oppression. An equal trail should be provided also for this entities, as for everyone. If they are found guilty then they are guilty, no more than less than everyone else.
