President Jimmy Carter brought the two sides together, and the accords were signed on September 17, 1978. More specifically, there was a disagreement between the French and British on whether or not the area near Fort Duquesne belonged to the French or British. When Washington approached the French they refused to leave, further escalating the situation at hand.
