They thought people would be strongly opposed to a draft

Explanation:

This oppositin was created maily because of the fact that , during the civil war, the wealthier men could pay their way out of getting drafted . This was seen as anti-patriotic and unfair to lowerclass men who were forced to fight . Thefore , the government believed it would cause a lot of backlash, but the draft during ww1 was more fair   .
