I think this quote is an example of a hasty generalization. Remember that a hasty generalization refers to a type of fallacy in which the conclusion is not logically supported with sufficient evidence. This means that "A quick judgment is made without the use of evidence ". It usually uses few examples or just one and it extrapolates their characteristics to the a larger population.

In this case, Roosevelt stated that the attack had been planned for days or weeks, he gives just one reason to believe this. He was trying to convince the congress to declare war so he had no time to make a research about the background of the attack, he had to support his arguments with the information he had at that time.
