Answer:

Armando actually went to the bank for withdrawing 50, 000 pesos to construct a house.

When he went to a bank, he was over conscious as well as thought that all the people are watching him.  

The accountant of this bank was counting his money loudly that made him further scared.

The fact is people are indeed observing him for only his unusual behaviour.
