But there were some unlawful activities in the Texas ,such as  fraudulent land certificates, slave theft and others. The old settlers were unable and not willing to prevent these activities. But the new settlers wanted to prevent these crime and formed a band called Regulators. Charles Jackson was one of the regulator. He organized this group. He was accused of killing Joseph Goodbread who was an alleged land pirate. As a response of murder of Goodbread, Charles Jackson was also killed.

As a result the bloodiest war feud in Texas history began and it was named as Moderators vs Regulators .
