As for Chet we are told in the story that he is a local bully, and in most cases bullies are avoided by others, in fact they find little friends because they are often alienated by other kids.

Velencia suffers from alienation in a way because she is deaf, and cannot communicate with many other kids. Thus, she experiences difficulties finding friends as we are told that she spends most of her time alone not with friends.
