A Public Policy is made through a process called Public Policy Cycle formed by <em>problem definition, agenda, formulation, implementation and evaluation.</em>

First, the actors define the problem they want to solve through the policy, then they set an agenda for this problem. The next step is creating the policy, which is made during formulation, and then implement it. Last, the actors need to evaluate the policy in order to see what were the benefits, and what didn't work so well, in order to go back into the cycle and settle changes to the policy and implement them again.
