Electromagnet is a device in which an iron core is surrounded by a coil of insulated wire. When an electric current is passed through this insulated wire then it results in the formation of a magentic field.
As a result, magnetic force is created.
Thus, we can conclude that a magnetic force cannot be created in an electromagnet without an electric current.
