I'm not entirely sure by what you mean when you say "easy answer". However, if you do not want to divide decimals, you could multiply 10 to both sides to get:
the true statement is that it's on the x-axis. you can tell because the point has a 0 for the y-value. meaning the point has to be sitting on the x-axis.
