B the president is the answer.
Latin America was created in the 1500s after the "discovery" of the New World by Europeans. Spain, France, and Portugal were among the nations who colonized the area.
Although Spain colonized the majority of Latin America, Portugal and France also had a significant impact on the continent. The Monroe Doctrine was almost nonexistent for many years. The imperial powers, who realized that the United States was simply too weak to uphold its claim, were puzzled by the bold statement of 1823 that declared the Western Hemisphere to be forever free from European expansion. The situation had changed by 1900. The old world order was being dared to contend with the emerging might of a brash, expanding America. When Theodore Roosevelt was elected president, he made the decision to reiterate Monroe's previous assertion. President Roosevelt revived the Monroe Doctrine and added his own corollary after becoming convinced that all of Latin America was open to European attack.
The Roosevelt Corollary went a step further than the Monroe Doctrine in preventing further European expansion in the Western Hemisphere.
