zvonat [6]
In some cases, white conservatives in the south attempted to defeat congress reconstruction plans by boycotting the polls. In addition, the southern states were overpoweringly democrat so by readmitting them as states the republicans were probable to fail their main stream in congress. The differences between the conservatives, radical and modern factions of the republican party during reconstruction are conservatives that south should ratify the 13th amendment but not much else to be readmitted.
