Two goals of government are: establish justice & ensure domestic tranquility.

A constitution is a system that defines the principles that the state is based on and the procedure of laws and whom made them.

In a limited government the government is empowered by the laws that begins with having no power, and the government is more restricted.

In an unlimited government the government has no limits, they are not affected by laws and have more power than a limited government.

Tyranny can result in an abuse of power such as an unjust use of power, or going over your term of rule.

Eddies are generated when  winds goes over a mountain creating vertical shear on the side that is sheltered from it, that creates air pockets causing atmospheric turbulence know as "rotors".

The change of direction and wind speed with altitude variation is called Vertical wind shear.

The change in wind speed together with a change in lateral position at a certain altitude is called Horizontal wind shear.

One scenario is a mountain with down-bursts and micro-bursts creating ice crystal plumes clouds that could warn pilots of wind shear, allowing then to avoid accidents.
