the purpose was to make mexico attack the U.S

they did not want america to get into ww1. the consequence is that this made nationalism grow more and to push for america to enter ww1. while mexico did not look at the telegraph as anything significant since they weren't as powerful as american and they where dealing with a revolution. it is significant because it was considered the final straw for america to enter ww1 not the main one but one significant event.
