A reduction in rainfall and a dramatic water shortage would be a very difficult event for any region. In this situation, the responses would have to be institutional, social and individual.

Explanation

The institutional response is the responsability of the government. The government would have to look for new water sources, but it would also have to promote more sustainable practices in water management.

Socially and individually, people would be obliged to learn to use less water to carry out their daily activities. They would also have to understand the different mechanisms of water recycling that exist, for example, by obtaining some of the water from rainfall (although if rainfall is too low, this would not be a very effective solution).

In conclusion, the situation would be dire, and this is why people and goverments must focus on prevention of water shortages, not on relief.
