1. The best answer is Great Britain because at that time in 1648, the Thirty Years War is ended and Europeans suffers most because of the casualties, they still stand on their feet for the future of their country

2. By controlling the countries to change it dramatically because at that time, Europe was totally controlled by the catholic church and the nazis made the jewis people out of the country 

3. I think it is not possible that they are the same in their constitutional monarchy and laws are one of the factors that is always change in a country

4.I think England is still could become a constitutional monarchy even if without a religion, because laws are not included in religions.

The samurai, members of a powerful military caste in feudal Japan, began as provincial warriors before rising to power in the 12th century with the beginning of the country’s first military dictatorship, known as the shogunate. Early Samurai

During the Heian Period (794-1185), the samurai were the armed supporters of wealthy landowners–many of whom left the imperial court to seek their own fortunes after being shut out of power by the powerful Fujiwara clan. The word “samurai” roughly translates to “those who serve.” (Another, more general word for a warrior is “bushi,” from which bushido is derived; this word lacks the connotations of service to a master.)

Then Roosevelt was elected and made the new deal which was comprised of many jobs for the unemployed. Then the second new deal was for social security.
