The government which the citizens have the right to participate and vote for all laws instead of a representative making the choices for them is known as a Direct democracy system.
In this type of political system all the laws, the budget and constitutional amendments are voted by the citizens, which must participate more actively than in a "representative democracy" where representatives and senators vote for them.
There is a way of limited direct democracy used in "representative democracy" that is to allow the participation of citizens using ballot initiatives and referendums.
