The sentence that is punctuated correctly is C, "The waiters, dressed in their white jackets, are already arranging the chairs on the sidewalk."

This sentence clearly separates unnecessary information from the sentence by using commas. The same rule should be applied to the other sentences. They should read as follows:

The author's attitude is the tone.  This sets up mood, which is the reader's feelings toward the text.  I often teach these together because they can be so confusing.  Syntax is just the arrangement of words, which is often seen in poetry as this is where it is most effective.  Diction is simply the choice of words, which is part of tone but not the full definition of tone.  C is the correct answer.

To prove further, the narrator also said, "This afternoon, though, Sadie proved once again that she has a heart for new experiences". The word "prove" indicates that the Sadie was at the end able to go tubing unharmed.
