Actually, I think the answer would be "change connecting words to show better relationships".  When writing an essay (or any type of writing for that matter) where you need to make an outline, usually making a completely new outline from scratch takes too much time.  And also, the question is addressing a way to "make sure they work together".  Making a new outline isn't going to help with the very specific details in how you connect your ideas.
