Cavour wanted to make effective use of the Republican National Liberation Movement, led by Garibaldi to bring the countries of central and southern Italy under the domination of the Savoy dynasty.
The Italian rebirth is accomplished through political, diplomatic and military action by the Italian "state" of Piedmont, led by King Vittorio Emanuel and Minister Cavour.
Support for impending unification was sought primarily in France. Cavour and Napoleon III met in 1859 in utmost secrecy and determined the terms of the military-political alliance. The provocative Austria declared war on Piedmont in 1859 and marched to its borders with a large army. To the astonishment of the entire European public, France was also at war in the Piedmont side.
So that the really important cases can be addressed by good judges (at lack for better words) and maybe change a law (Rosa parks case). And lesser ones be taken care of fast.
