The answer is D. At the time, most of the opportunities as well as rights go to white male Americans. At the time handicapped people, women and minorities enjoyed very little opportunities or rights. The handicapped could gain access to certain places because of their disabilities. Women were often relegated to household chores and there were very few job opportunities for them. Minority groups suchs African Americans, Hispanics and other non-whites were not given the same opportunities as white men. Affirmative Action came about to ensure that everyone not just white American men will be guaranteed equal opportunities in work, education and will be given the same amount of pay and benefits. It was aimed to promote diversity knowing that everyone who is willing to work will be able to attain that American dream.

Following the Civil Rights Act of 1964 and the Voting Rights Act of 1965, the Southern states became mostly Republican supporters in presidential elections, while the Northeastern states became more reliably Democratic.

However, the border region that includes El Paso, McAllen, and Brownsville, has remained a Democratic Party bastion.
