Prior to the adoption of federalism as a form of government in the U.S, the form of government operational was the Confederate system of government, which is a confederation of different independent government units. However, it was discovered over time that the states became so powerful that they could not be controlled or their activities check, hence the sought a system of government that will share power among the tiers of government and still promote checks and balances.
