Explanation: After the death of President of Lincoln,Johnson became the President of US. He adopted much of the policies of Lincoln for reconstruction. But some decisions made the Congress upset against Johnson.

One of them is he pardoned many ex Confederates. Because he used to believe that the white people should remain in the control. So he pardoned many of them under special application.

Another reason was he refused to make states pay restitution. He believed that state should have the authority to make laws.
