In the early-1900s, Georgia passed the Neill Primary Act, which set up what became known as the County Unit System. This method

allowed rural counties to have their votes counted as one "unit" when choosing a party candidate. This resulted in a situation in where rural communities had a disproportionate amount of power in party politics than did urban areas. In the early years of the County Unit System, Eugene Talmadge won election as Georgia's governor four times. What can you conclude about his support during his political career? Not B We don't know that either. The implication is that he got in by appealing to the rural areas because their vote meant more than the urban areas. If B is true, then he would have had to appeal to someone, but who?
We don't know if that was true or not. It could have been, but would he have been reelected 3 times if that was his public view?
