A, because in the story the wind tries to blow his cloak off by blowing harder and harder, and it just made the guy in the cloak put his coat on tighter.
___________________________________________________________

The sun, however, does it calmly and makes it hotter so he takes his cloak off.

So, A, The Sun is the strongest.

Glad I could help, and good luck!
