Answer: He had to be mainly concerned with the <u><em>Gender</em></u> characteristic.

Explanation:

The Dean needed to be concerned about each gender as he spoke about Sexual Misconduct. He has to be inclusive to all genders that are in the school and even outside of the school. He has to make sure that he represents each gender correctly and respectively.

The Dean should also make sure that he does not stereotype any specific gender when speaking. He can use commonalities connect each member of the audience so they feel connected to the Dean.
