A descriptive/persuasive brochure, because she will be able to show her arguments, and explain why carpooling is a better option. A descriptive/persuasive text is the better choice because it's open when it comes to the content.

Explanation:

To convince, Tasim should expose why carpooling is good (or better), in comparison to other driving ways. Well, to do so, she has to gather information about this kind of driving, bring charts and numbers showing the growth of this driving style, why it's safe and other points. When all this information is collected, Tasmin now must create her arguments, based on the research she made, trying to convince her audience.
