All of A B and C were aims of the Marshall plan -- especially B. C was the way Marshall envisioned how Europe would or could be rebuilt. And America never wanted to see Communism spread.

I don't think the United States wanted to or got to establish air bases in China. She is not listed as one of the countries that participated in the Marshall plan.

However, a European war was not inevitable. Right until the last moment, some European statesmen were desperately trying to avoid an escalation of the crisis by advocating mediation, while others did everything in their power to ensure that a war would break out.
