Religion and its representatives had great power in medieval societies and controlled every aspect of lives, including the development of knowledge. No theory could be proved with credit if it went against the provisions of the Bible.

Universities were the dreamed location for the development of the scientific revolution because they managed to operate independently from religious institutions and powers.

Consider that the county government is usually close to citizens, while the federal government is located in Washington DC. This means that citizens in states along the west coast ( like California, Arizona, Washington, Oregon, etc.) are thousands of miles away from members of the federal government. The county government is also much closer to citizens than the state government, as this is usually located in the state capitol of each respective state.
