3 = 16a - 4b - 13
4a - b = 4
b = 4 - 4a ---- (1)
dy/dx = 2ax + b
At (-4, 3), dy/dx = 0
-8a + b = 0
b = 8a ---- (2)
Fom (1) and (2),
4 - 4a = 8a
4 = 12a
a = 1/3
b = 8/3.
