The line itself tells us where the character, Shelby is located, what characteristics there are, and it also gives us a clue that maybe this will be a suspense, or mystery story. The simple line opens us to the setting, which is why the answer is the last one, and it also feeds our interest to learn why the tone of it is so suspensful.

I would say this line provides the setting for the story. It gives a sense of a fall day with mist a fog, the sky being dreary and the smell of decaying leaves in the air and being surrounded by the sound of crunchy leaves.
