The Senate rejected the Treaty of Versailles - this is the best answer.

We can see this through, for example the following lines:
"it refused to ratify it"

"with word that it could not be ratified".

So, the Senate refused to ratify the treaty - actually more because of internal politics than  because of the treaty itself.

After so many years of Emperor exerting total power and control over Rome, in 27 BCE, Octavian decided to surrender his power to the Senate, quitting his consulship. He was beginning his seventh term as consul of Rome. Almost the entire Senate were followers and decided supporters of Octavious, so the Senate did not accept his decision and gave him even more power, arguing that Rome needed to maintain unity.

If what you are talking about is Rwanda, it did not help much in the crisis. Many were killed as some European contingent pulled out of Rwanda due to the growing.  Some like Canada were frustrated with lack of action.  Eventually French forces help bring order back in the country.  If it was Bosnia-Herzegovina then they too had difficulty as it took American intervention to bring order in that region.
