The revision that would most likely improve this paragraph is the elimination of passive language.</em> The elimination of the passive voice is often encouraged in writing because it makes the text more weak by the unnecessary use of extra words. In the case of the paragraph given in the question the constant use of the passive language makes the text less direct than it should, so by revising it and mixing it with more of active language, the text would most likely improve.
