His praise of home staff and residents looking after the medical needs of mental health patients was found controversial hundred years later. the vulnerable population living in this community home faced many unethical discriminations. the Association for Public Health (APHA) in US is working on policy initiatives and is aimed at promoting ethical use of resources among vulnerable and disabled populations.
