The correct answer to this open question is the following.

John Smith created a "no work, no food" policy because he wanted all the colony of Jamestown, Virginia to commit to the success of that first colony founded in 1607.  Jhon Smith realized how difficult it was going to prosper in a new land with that kind of weather and the difficult situation to start anew. So he did not want anybody to take a "free ride" attitude. That is when he said that there would be bo food for those lazy people who did not want to work hard.

The British had an empire to run. The way that they kept their economy healthy was through a system called mercantilism. Mercantilism was a popular economic philosophy in the 17th and 18th centuries. In this system, the British colonies were moneymakers for the mother country. The British put restrictions on how their colonies spent their money so that they could control their economies. They put limits on what goods the colonies could produce, whose ships they could use, and most importantly, with whom they could trade.
