It so because for the time when Justinian was Emperor of the Easter Roman Empire, the empire had already a marked religion and culture and cetain power on west. Nevertheless, this Empire couldn't be considered as influencer and thats why, taking into account the Greek education he wanted to create a "New Rome"; this because he didn't want his Roman Empire to fail as it happened to Western, and also because originally for the "first Rome creation" the Greek models had been taken into account and were successful.
