Simply put, a representative democracy is a system of government in which all eligible citizens vote on representatives to pass laws for them. A perfect example is the U.S., where we elect a president and members of the Congress. We also elect local and state officials.
1. The government provides people things because people give the government money because of taxes.
2. They provide for a stable set of institutions and rules, promote effective and workable competition, correct for externalities, ensure economic stability and growth, and adjust for undesired market results.
The Pendleton Act of 1883 classified jobs to people based on merit rather than political connections.
