The conclusion that can be drawn from the graph is that: A) Germany was stepping up its efforts to stop goods from reaching allies. The graph itself shows Allied and Neutral losses shipping losses <em>not Germany's shipping losses</em>. During the war and as indicated by the graph in 1917 in particular, Germany had increased its efforts in stopping good from reaching the Allied forces, in hopes that this would put them at an advantage. If the Allied forces were without goods this would greatly affect their efforts in the war.

The lesson we can draw from his diaries is that every individual is important. Every opinion is important and Winston encourages us to think, Winston wants to tell us that the views of the masses do not necessarily have to be true and moral.
