The graph itself shows Allied and Neutral losses shipping losses not Germany's shipping losses. During the war and as indicated by the graph in 1917 in particular, Germany had increased its efforts in stopping good from reaching the Allied forces, in hopes that this would put them at an advantage. If the Allied forces were without goods this would greatly affect their efforts in the war.
