It is considering a law that is used for preventive detention in which a person can be detained without a trial. This law was brought by the East India Company in the Presidency of Bengal for Bengal Prisoners.

This law was not only brought in this Presidency, but there are also presidencies that were using similar law, such as the Bombay Presidency and Madras Presidency.
