The implication of Justinian being the last emperor to speak Latin was that C. The Eastern Empire had been influenced by the linguistic changes taking place in "barbarian" lands.

What happened when Justinian was emperor?

Justinian took over control of the Eastern Roman empire at a time when the Western Empire was no more.
Barbarians had overrun the western empire and started speaking their own languages. As a result, Latin was no longer very popular and so the Eastern Romans switched to Greek.

Gerrymandering is the act of drawing districts in such a way that you capture voters of the same party, which ensures a representative of that party for that district. But, Gerrymandering is not a problem by the senate because they are being elected to serve specific districts rather than the entire states. Gerrymandering is an act used by the politicians in manipulating the district lines aiming to help their friends in other districts or have an advantage over their enemies.

Senator Joseph McCarthy used his position as a Senator to commence and rile up hearings to see if America had been infiltrated by communists.
His basic tactic was to throw a wild net and accuse a wide range of government officials and well known Americans of being communists and then bring them in to testify under oath. He would urge them to name names of people that they knew to be communists to let them go free.
Eventually, McCarthy's accusations went too far and people started to firmly push back.
