Prior to World War II, certain politicians such as FDR worked to get the US on war footing with programs like Lend Lease.

This enabled the US to move from isolationist to kind of involved, providing weapons to their future allies.

By the time Japan attacked Pearl Harbor, the US was ready to go to war.
