(MC)Why would a shortage of consumer goods arise during wartime?

History

The consumer goods may go to the troops instead of the citizens. For example, during World War II, citizens were encouraged to plant victory gardens- if more people grew their own vegetables, more canned goods could be given to soldiers.

Because the majority of the products are going to the troops, a lot of workers get drafted into the war, and the money spent on war leaves less money to make products.
