I believe it would be to inform, the particular excerpt isn't really informing about anything, and its not persuading the reader to do anything, simply attempting to entertain the reader with a story.
I believe your answer is B. Benvolio and Mercutio cannot find Romeo. This adds suspense because of them not knowing where he is. This worries them, and causes them greif in what they think happened to him. It also causes paranoia. Hope this helped!
