The regaining of lands from the old Roman Empire inspired Justinian's need for a legal code because all of the lands of the Empire had to be ruled by laws which allowed him to strengthen the Empire and return the state into its former glory. During his time there was an extensive territorial expansion and huge military success.

If you take over lands, you have to have a "code" or law, to help you form your empire, or else it would  just fall apart very quickly
