Based on my information, I believe that the higher authorities that would choose the prime ministers would actually be the "house of commons". Going back a few years, many of the "house of commons" actually did not have the responsibility in order to do this, but then, the government figured that it would be better if they were to handle on this responsibility.

What was one important factor that helped pass the 26th amendment in 1971 which lowered the voting age to 18
neonofarm [45]
The Vietnam War. It was a long debate over lowering the voting age from 21 to 18, which began during World War II and only intensified during the Vietnam War when young men who were practically being heavily obligated and sometimes forced/drafted to fight for their country were being denied the right to vote. “Old enough to fight, old enough to vote” became a common slogan for a youth voting rights movement, and in 1943 Georgia became the first state to lower its voting age in state and local elections from 21 to 18.

Hope this helps!

How do the president’s actions impact the lawmaking powers of the legislative branch?
aksik [14]

The president approves or disproves bills that are forwarded to him/her by the legislative branch. This was because they could not make a proper decision or it was a 50/50 split between Ye or Nay.
