Georgia was the only colony not to deliver delegations to the First Continental Congress in Philadelphia in 1774. It was because they required the support of the British government and soldiers.

 

EXPLANATION:  

The First Continental Congress was an assembly of delegations from 12 of the 13 British colonies that turned out to be the United States. It happened from September 5 to October 26, 1774, at Carpenters' Hall in Philadelphia, Pennsylvania following the British Navy inaugurated the Boston Harbor blockade and Parliament approved the deed of Intolerable Act as a response to the Boston Tea Party December 1773.

In the opening weeks of the Congress, the delegates held lively discussions about how the colonies could collectively reply to the coercive actions of the British government, and they worked towards achieving common goals. A plan was planned to form the Union of Great Britain and the Colonies, but delegates refused.

They finally agreed to impose an economic embargo on British trade, and they made a Petition to the King asking for compensation for their complaints and repealing the Intolerable Acts. The appeal did not affect, so the colonies held the Second Continental Congress the following May, soon after the battles of Concord and Lexington, to manage the defense of the colonies at the start of the Revolutionary War. Delegates also commended each colony to establish and train its militia.

Congress happened from September 5 to October 26, 1774, at Carpenters' Hall in Philadelphia; a delegation from 12 British colonies contributed. They were chosen by people from various colonies, the colonial legislature, or by the colony’s Committee of Correspondence. Loyalist sentiments exceeded the Patriot's view in Georgia, and the colony did not adhere to the cause until the next year.

The French Constitution was a short lived, and was written after the fall of the ancient regime, declaring France to be a constitutional monarchy. Napoleon established the Napoleonic code that formed the basis of the modern French legal system.

His success led him to rise through the ranks of the French military as a Brigadier. 1795 marked a turning point in the political career of Napoleon, he helped the Directory general Paul Barras, to overthrow a protest of Royalists by utilizing the French armed forces. In 1799, the Directory members reposited their faith in Napoleon for establishing a strong, stable government, withstanding the threat of revolts and coups that could overthrow the newly formed Republican government. His military victories against Austria and Italy (1796) greatly consolidated his position within the Directory. However, he was unsure of the capability of French Naval forces to lead an invasion against England, thereby proposing taking over Egypt to disrupt British trade routes to India. However, his forces were greatly depleted at the Battle of the Nile, following which he abandoned his forces and returned to France.  

In 1799, he overthrew the Directory and established a three-member consulate, where his powers were equal to that of the other members. Thus, France resembled a replica of the ancient powerful Roman state. He worked to establish a strong centralized government, reformed the banking and education system, patronized discoveries, sciences and arts, and worked to preserve the French official religion, Catholicism. His most important contribution was in streamlining the French code of law, and has been the basis of the modern French law codes. The constitutional amendment of 1802 made Napoleon a consul general for life, following which he crowned himself Emperor, thereby reinstating the monarchial institution of France.
