An authoritarian government is marked by the concentration of power in a small elite or leaders that exercise power arbitrarily, without limits, and without taking account on any body of law or existing Constitution, usually disrespecting people's right of having fair elections, freedom to express, among others. In opposition to this, in a constitutional government, the leaders' powers are limited. And these leaders are elected, kept in power and limited according to the laws of a given nation or area.
